The Nativity: Why the Shepherds?

The Shepherds were the only characters directly told by angels about the birth, other than Mary or Joseph. and they are told in the most spectacular way. The are the only ones who are actually present the night of Jesus' birth besides Mary and Joseph. Why did God tell them? what could be the significance of the fact that the only other people present on the night of His birth were shepherds?
